07/09/2004 Project backers have failed to make an economic case for the Nam Theun 2 energy export scheme in Laos, says a new report by Toronto-based Probe International. The US$1.1-billion dam project would require large-scale flooding and resettlement of thousands of poor farmers - and would be more costly and less reliable than other generating options to serve neighbouring Thailand.
