The Use of Information and Communication Technologies by Non-Governmental Organizations in Southeast Europe

The Information Program of the Open Society Institute and the Southeast Europe Initiative of Oneworld International with the support of HIVOS joined together for a study to map the current status of Information Communication Technologies among NGOs in Southeast Europe. In addition to assessing their online presence, the study aims to define the specific needs with regards to capacity building in each country, to identify other support and services which would have a significant impact on the NGO sector, and to determine the potential for a regional portal.
The study revealed an uneven map of the use of ICTs in the geographical areas considered in this regional survey: Albania, Bosnia, Croatia, Macedonia, and Yugoslavia (Serbia, Montenegro, Vojvodina and Kosovo). The results do not profess to present the complete picture, but rather cast some insight into uses, trends, and challenges. Due to its particular sample, this portrait is more optimistic than what exists in the remainder of the civil sector, and outside indicators often offer a less positive perspective than the participating NGOs. |
