For the first time, the apex court has put in place a system to evaluate-and collect-the environmental cost of any project in forest land. Until now, the cost included just that of trees felled. But in a 70-page judgment the Supreme Court has ordered that projects be charged Net Present Value (NPV): value of benefits from a forest, including oxygen production, biodiversity, carbon absorption and flood and drought control.

Tra poco più di due settimane, il 15 ottobre, gli iracheni e le irachene saranno nuovamente chiamati alle urne per votare nel referendum sulla Costituzione. L'attenzione adesso si concentra sulle posizioni che prenderanno i leader più influenti in merito al referendum stesso. Ma la campagna elettorale rischia di essere oscurata da altre questioni, tra cui la ormai sempre più pressante richiesta di ritiro delle truppe prima di qualsiasi altra consultazione popolare, sia essa referendaria o elettorale. Se questo non bastasse a rendere difficile una campagna referendaria così delicata, le operazioni militari continuano a far fuggire le popolazioni di intere città. E quando non sono i carri armati ad intervenire, bastano anche le truppe ordinarie, che prendono possesso dei tetti e delle case per colpire i "nemici", arrestando in maniera indiscriminata, come denunciato persino dal Ministro della Giustizia iracheno.

Most ICT initiatives till date have been in the form of pilot projects that have worked well in a small community. To upscale this to the national level would need not only excellent planning, but also support from a wide range of players.
