Il cappio, simbolo della pena di morte
04/28/2007 Il numero delle esecuzioni nel mondo č sceso da 2148 nel 2005 a 1591 nel 2006 - afferma il Rapporto di Amnesty International sulla pena di morte presentato ieri a Roma. Ma il dato č fortemente al ribasso in quanto non tiene conto di tutte le esecuzioni capitali in Cina, paese leader delle esecuzioni dove Amnesty ha registrato almeno 1000 esecuzioni, ma si ritiene che il numero effettivo delle persone messe a morte sia di 8000. L’Iraq intanto si č aggiunto alla lista dei leader mondiali delle esecuzioni: 270 condanne dal 2004 e nel solo 2006 oltre 65 persone messe a morte tra cui due donne. Raddoppiano le esecuzioni in Iran, almeno 177, mentre il Pakistan sale ad almeno 82 il numero delle esecuzioni. Negli Usa, 53 persone sono state messe a morte in 12 Stati. "Chiediamo una moratoria universale sulle esecuzioni. I Paesi sostenitori a oltranza delle esecuzioni sono isolati e ormai non pił in sintonia con la tendenza mondiale” – afferma Amnesty International.

04/25/2007 Il Consiglio dei ministri ha dato ieri il via libera al disegno di legge che delega il Governo a modificare la legge Bossi-Fini sull’immigrazione. Il disegno di legge prevede alcune novitą importanti: dalla semplificazione delle procedure per ottenere il permesso di soggiorno a nuove regole per i Cpt, che non scompaiono ma cambiano radicalmente. Chiudono i Cpt di Brindisi, Ragusa e Crotone, mentre saranno approfondite le condizioni di altre strutture di permanenza temporanea degli immigrati. "Un disegno di legge delega sostanzialmente positivo che ha recepito gran parte delle raccomandazioni fatte nel percorso di consultazione" - sottolinea Save The Children. "Ma si poteva fare di pił e fare una vera scelta di accoglienza e di solidarietą" - nota la campagna Sbilanciamoci!.

04/24/2007 Il Consiglio dei Ministri ha approvato, su proposta dei ministeri dell'Ambiente e della Giustizia, il Ddl sugli ecoreati che contiene le disposizioni concernenti i delitti contro l'ambiente e dą la delega al Governo per il riordino, il coordinamento e l'integrazione della relativa disciplina. Multe fino a 250 mila euro e carcere fino a un massimo di dieci anni, pił le aggravanti. Dal danno fino al disastro ambientale, con l'obbligo di bonifica dei siti, fino al reato di "eco-mafia". “Finalmente arriva la svolta che consente di punire gli ecocriminali anche con l’arresto. Una richiesta che Legambiente avanza dal 1994”. Il presidente di Legambiente, Roberto Della Seta, accoglie con grande soddisfazione il disegno di legge. “Per contrastare seriamente chi arreca danni al territorio e minaccia la salute dei cittadini, l’introduzione nel codice penale dei delitti contro l’ambiente č una necessitą” - aggiunge Della Seta.

Un manifesto della campagna contro la discriminazione razziale - da Migra
04/24/2007 Dopo diversi anni di discussioni e negoziati, i Ministri della giustizia dei 27 Paesi membri dell’Unione Europea hanno votato un accordo secondo cui chiunque istighi all'odio razziale o inciti alla violenza dovrą essere punito con la reclusione da uno a tre anni. L’accordo, che prevede delle deroghe e lascerą libero ogni stato di applicare pene particolari in casi specifici, prevede condanne anche per "l'incitazione pubblica alla violenza o all'odio contro un gruppo di persone o un membro di tale gruppo, definito rispetto alla razza, il colore, la religione, l'ascendenza, l'origine nazionale o etnica". Analoghe sanzioni dovranno essere applicate all'"apologia pubblica, la negazione o banalizzazione grossolana dei crimini di genocidio, contro l'umanitą e crimini di guerra".

04/21/2007 Un nuovo rapporto diffuso ieri da Amnesty International, “Ingiusta e iniqua: la pena di morte in Iraq”, denuncia l’aumento dell’uso della pena di morte in Iraq, in un contesto segnato da “confessioni” rese in diretta tv prima del processo, denunce di tortura mai investigate e processi iniqui. Dalla reintroduzione della pena capitale nel 2004, l’Iraq č diventato il quarto paese al mondo per numero di esecuzioni (dopo Cina, Iran e Pakistan), con pił di 100 condanne eseguite, di cui almeno 65 lo scorso anno, sulle oltre 270 emesse.
