The Arab Human Development Report 2003 has triggered exceptional debate in the Arab World, and beyond. The courageous diagnosis of Arab Knowledge Crisis done by Arab thinkers and researchers in the UNDP Arab States Bureau has put Arabs face to face with their own knowledge shortcomings. The report stressed also the destructive role of foreign occupation and the misuse of counter-terrorism campaigns by Arab regimes in development in the Arab World.
